Can using too much soap make my hands rough and dry and dirty?

I notice if I use alot of antibacterial soap-I get very dry hands.Can using too much soap make my hands rough and dry and dirty?
washing your hands constantly can make your skin dry alone. soap wouldnt make your hands dirty. use moisturizer for the dry and rough part.
