Why doesn't oil come off when washing hands with water, but does with soap????

When using different types of oil and wash my hands with water the oil doesnt come off but with soap it does....Why doesn't oil come off when washing hands with water, but does with soap????
Soap breaks the bond between organic compounds, ie your hands and the oil.Why doesn't oil come off when washing hands with water, but does with soap????
have you ever takeing cooking oil and poured it into a bowl and then pour water in the same bowl ? water repels or sinks with oil oil floats on water becouse water pushs it up and away from it so water cant clean oil becouse it just runs right off the oil but soap is something diffrent and man made and designed to clean it so it does not repel off of oil
