Why can't soap get rid of all the bacteria on our hands?

I know that soap gets rid of the bacteria on the hand, but some of the bacteria still stays here. Why doesn't the soap get rid of all of it?Why can't soap get rid of all the bacteria on our hands?
The Virus producing Bacteria doesn't get affected at all. In my Biology class we did an experiment with hand sanitizer (to see how much Bacteria it killed compared to other substances) and we found out that hand sanitizer kills as much bacteria as distilled water does.





This is because Viruses are very smart, and they learn how to not get killed by these chemicals trying to kill them, so eventually they can't die.Why can't soap get rid of all the bacteria on our hands?
